We are thrilled to have the newest members of the Nevada Legislature join us to review the 82nd Nevada Legislative Session – the Good, the Bad, and the Ugly.  Based upon the number of Republican Voters in Nevada, we have VERY FEW Senators and Representative in our Legislature.  Even as novices, Jeff and Danielle did an amazing job in driving conservative views and issues through the chambers.  We owe them a sincere THANK YOU! 

Through the past 120 days the Republican Club has worked hard to provide each of you the latest information on every bill under consideration and the progress of each of these bills. With the help of Nevada Policy Research, Nevada Independent, and the Nevada GOP you have had access to the extensive library of Bills, Comments, Committee Reports, Progress in both the House and the Senate. 

In addition to the legislation reviewed during this session, we must clearly understand the preparations, needs, candidate support and our role in the coming 2024 elections.

ATTENTION MEMBERS:  When you sign-in to the June 10th Meeting, and ALL FUTURE RCSCA MEETINGS, PLEASE NOTE there are 2 additional columns you need to complete:

  1.      Permission for SCA Republican Club to send you Legislative Information about Bills, Issues, Elections, Candidates and Legislators. 

  2.      Permission for SCA Republican Club to send you notices about non-club coming events, programs, invitations, and meetings.  Examples would be notices from Battle Born Republican Club, the Nevada Republican Club, Seven Hills Republican Women, Clark County Republican Party, or invitations from other SCA Clubs.

Moving forward we will NOT be able to send this information to you if you have not provided us with your permission.  Please initial one or both of the columns indicating your permission to provide you with the latest information in our region. 

We have invited the announced Republican Candidates to join our Monthly Meetings.  Come early or stay after the meeting to visit with these Candidates. 

SIG GROUPS:  All Club Members are invited to stay for 30 minutes after our meetings, to form “SIG” Groups, to pursue discussions on topics of conservative interest.  Please notify a Club Officer or Club Director, when you form a SIG Group.  We will need the topic, the name & phone number of a Group Coordinator and a list of interested members.

May 15 2023 - Governor Vetoes Bills

They passed in the legislature.

AB350 – Civil Asset Forfeiture Reporting; Requires Law Enforcement Agencies to report to the Attorney General data regarding Civil Asset Forfeitures in a given year. SB270 – Massage Therapist Compact; Would have Nevada join the massage therapist compact, reducing occupational licensing barriers by recognizing compact member licenses. For more information: https://compacts.csg.org/compact-updates/massage-therapy/

 

OPPOSITION:

AB182 – Would require a person to obtain a baccalaureate degree before participating in a program for an alternative route to licensure for teaching; Rather than imposing more barriers during a teacher shortage, Nevada should allow prospective teachers to test out of coursework requirements and recognized out-of-state licenses. The alternative certification process created by SB 315 (2011) can still take two full years for prospective teachers to complete. For talented, midcareer professionals seeking to transfer into the classroom, this barrier to entry is still needlessly onerous. Knowledgeable professionals should be able to have coursework requirements waived if they can achieve a reasonable score on a subject-matter test. AJR6 – Adds Nevada to the Popular Vote Compact, essentially gutting the electoral college. AB250 – AB250, while well-intentioned, will inadvertently stifle innovation and limit patient access to novel and life-saving therapies. By enforcing a "maximum fair price", it will reduce incentives for pharmaceutical companies to invest in research and development of new treatments, particularly for rare or complex conditions. Additionally, the bill may lead to unintended consequences such as drug shortages, as manufacturers may prioritize distribution to regions with more favorable pricing structures. RECAPPING WEEK 10 OF THE 82ND NEVADA LEGISLATIVE SESSION

It’s been a big week in Nevada’s legislature, with the week ending with the first committee passage deadline. As many as 30 percent of the bills introduced this session are now officially dead. Marcos Lopez summarizes the most important bills to pass out of committee this week, including:

  • Which bill is among the worst tax bills brought forth this session and exempt from this week’s committee deadline;

  • How a telehealth bill could revolutionize access to medical services, especially in rural communities;

  • What civil asset forfeiture is, and which bill would help bring transparency to it;

  • Which occupational licensing bills are moving out of committee this week; and

  • Which bad policy bills moved out of committee that you should contact your legislators about.

ACTION REQUIRED-Electronic Health Record Legislation 04.10.23

Re:     NEVADA ELECTRONIC HEALTH RECORDS – ACTION REQUIRED

At our April 8th Meeting we discussed the several proposed bills on Healthcare, specifically titled Medicaid Enhancements, currently in the Nevada Legislature. 

These bills included 1-2 sentences embedded within, that in reality if passed would mandate a Nevada State Electronic Health Record System be created under the state government.  The description further states that this state E.H.R. system would connect into a US Government E.H.R. system and that would connect into a World Health Organization (WHO) system. 

These mandates in no way indicate the levels of security, privacy and legal requirements all health records in the United States must meet.  Additionally, the State of Nevada already has an E.H.R. System that was developed about 12 years ago, with the latest technology and security, and is run by a consortium of all the major hospitals, clinics and practices across the state.  If this private system is missing features, work with them to get these featureSarah.Peters@asm.state.nv.uss added.  Patients and the patient’s physician control access to their medical record, not the government. 

A greater concern is the sharing of private patient data – including medical, personal and financial - with the World Health Organization (WHO), who has a long history of working with China, specifically CCP, an enemy of the US.  It appears that members of the US Negotiating Committee involved in the development of this US-WHO Agreement have long standing relationships with WHO and may not support the concerns of US citizens for privacy, security and confidentiality of their personal, financial and medical data.  Indeed, only scrubbed information that is completely anonymous, should be shared with any unauthorized agent, organization or country, for the purposes of pandemic tracking.  Additionally, under no circumstances should the US give away the privacy rights and freedoms of our citizens without the direct consent of those citizens.   

We encourage you to review Google or other Browser Searches on this topic to fully understand the evolving status of this issue.  As the current proposed bills are actively in the Nevada Legislature – do contact your state senator, state representative and the committee chairs of the bills to voice your opinion.
